The washi tape is pre-cut between the designs for you to cut the design easily.  You can cut each design and use as a sticker, too.  In the picture, you see the dots between each design, but this is only for you to know that there is pre-cut here.  So the actual washi tape does not have these black dots, and you cannot see where the pre-cut lines are.
